I'm Chris Richardson, and I'm not running to make promises. I'm running to help bring people together, pursue real opportunities, and move projects forward that improve life for everyone who calls Winslow home.
Together, we can improve infrastructure, support local and home-based businesses, strengthen our neighborhoods, expand recreation, bring live music and the arts to our parks and community center, attract investment, and build a stronger future for generations to come. I believe Winslow's future is bright and it starts with listening to the people who live here.
If I'm elected, I work for you and for every citizen of Winslow. I'll keep the conversations going and keep our government open and transparent.

The challengeWinslow's water and sewer systems are aging and need real investment. The Town, the Pike County Economic Development Corporation, and the Region 15 Planning Commission have already begun engineering reports and federal grant applications to address it.
Immediate actions
- Support the grant applications already in progress.
- Make sure projects finish on time and on budget.
- Prioritize repairs that cut water loss and emergency maintenance costs.
- Keep residents informed about projects and future needs.
Long-term actions
- Build a 10-year utility improvement plan.
- Pursue every state and federal grant before considering rate increases.
- Start a reserve fund from fundraising money for future infrastructure replacement.
- Explore regional partnerships that lower long-term operating costs.
Winslow Property Improvement Program
The challengeMany residents want to fix up their property but lack the equipment, money, health, or physical ability to take on a big cleanup alone.
My goal is not to punish residents. My goal is to help residents.
Community Cleanup Days
- Organize spring and fall cleanup events.
- Look for options to provide dumpsters and brush collection.
- Coordinate volunteers to help elderly and disabled residents.
Neighbor Helping Neighbor
- Build a volunteer network across town.
- Partner with churches and civic groups.
Grants & Donations
- Pursue donations.
- Seek foundation support for cleanup equipment and disposal costs.
Downtown Revitalization & Main Street Renewal
The challengeDowntown Winslow has seen real building deterioration including a significant downtown collapse that hurt businesses and disrupted traffic.
Downtown Beautification
- New flower planters and seasonal decorations.
- Decorative lighting and improved signage.
- Community murals that show off Winslow's character.
Blight Elimination
Work with Pike County EDC for additional projects. I'll support:
- Additional demolition funding.
- Redevelopment of vacant properties.
- New housing opportunities and redevelopment incentives.
Growing Winslow's Economy
The challengeA small town can't survive on taxes alone. It has to create opportunities.
Business Attraction
- Market available commercial properties.
- Create a Winslow Business Welcome Package.
- Work with Pike County EDC and the Chamber of Commerce.
Small Business Support
- Promote home-based businesses.
- Host business workshops and networking events.
- Connect entrepreneurs with grants and training.
- Create a local business directory.
Support Existing Businesses
- Run Shop Local campaigns.
- Spotlight community businesses.
- Host regular business networking events.
Tourism & Outdoor Recreation
The challengeWinslow sits beside tremendous natural resources that remain largely untapped as economic assets like: the river and conservation lands right on our southern edge. I'll explore Trail Expansions, look at the River Walk Vision, and a Wildlife Partnership.
Any future development must respect conservation goals while creating opportunities for residents and visitors.
Trail Expansion
- Expand the existing trail system.
- Connect parks and recreation areas.
- Pursue Indiana trail grants.
The River Walk Vision
A long-term goal: study the feasibility of a Winslow River Walk, with:
- Observation areas.
- Fishing locations along the trail.
- Outdoor educational opportunities.
Wildlife Area Partnership
Winslow's southern boundary sits next to significant wildlife and conservation lands. I want to open conversations with federal agencies about:
- Recreational trail opportunities.
- Nature education and birdwatching.
- Outdoor tourism development.
- Conservation partnerships.
Smart Growth & Future Annexation
Looking aheadIf Winslow is going to grow, we have to think beyond our current boundaries.
Any annexation discussion must involve public input and a careful look at the costs and benefits.
Study annexation that could…
- Increase the tax base.
- Support future development.
- Expand recreational opportunities.
- Improve long-term planning.
Parks, Community Spaces & the Arts
Building on momentumWinslow has already invested in park improvements, a walking trail, pickleball court, youth sports, and community facilities. Let's keep that going and turn our parks and community center into a stage for live music, theater, and the arts.
I'd work hand-in-hand with our Parks Department, Community Center Board, and I'll work with the American Legion to create a donation-funded veterans' memorial, at no cost to residents.
Parks & recreation
- Keep improving park facilities.
- Expand recreation opportunities.
- Add more family gathering spaces.
- Seek grants for upgrades.
- Look at developing youth programs and community events.
Bringing the arts to Winslow
Working with the Parks Department and Community Center Board to make the arts part of everyday life in Winslow:
- Host a summer concert series in the park featuring local and regional musicians.
- Bring a small-scale theatrical performance to the community center.
- Support youth and community theater, choir, and arts programs.
- Showcase local artists with markets, murals, and exhibits.
- Pursue arts and cultural grants so it doesn't fall on taxpayers.
A veterans' memorial, no cost to residents
A lasting tribute to the men and women who served, funded entirely by donations, at no cost to Winslow residents:
- Dedicate a space in our parks for a permanent veterans' memorial.
- Raise the money through community donations and sponsorships.
- Partner with the American Legion to design and build it.
- Complete the memorial with zero cost to Winslow taxpayers.
Financial Responsibility
The realityNot every project can be paid for by raising local taxes or raising water rates. That's why my approach follows one rule: grants first, fundraising second, and taxpayers only as a last resort.
I don't want to raise your taxes or your rates. And if we ever even have to look at it, residents get a say first, and nothing moves forward without public input.

The order I'll always follow before anyone's taxes or rates are ever touched:
- Grants first: chase every federal, state, and foundation grant, plus partnerships.
- Fundraising second: community donations, sponsorships, festivals, and events.
- Taxpayers only as a last resort, and never without public input first.

- Tourism initiatives.
- Sponsorship programs.
- Regional partnerships.
The Fiscal Test
Every dollar spent should:
- Solve a problem.
- Improve a service.
